The woman does not stand on a pedestal, but with both feet on the ground. The sculpture was made by the English artist Thomas J Price and was donated to the city of Rotterdam by the Droom en Daad Foundation. It is part of the International Sculpture Collection of Rotterdam. The statue was unveiled early June 2023. In the photo we can clearly see the size of the statue because of the people walking around it.
